If your laptop can charge via USB-C PD, you can plug in a portable charger that supports USB-C and charge from it. This is becoming common on new PC laptops, too-especially thin-and-light models.
For example, Apple’s newer MacBook computers charge via a USB-C cable. Many modern laptops come with USB-C Power Delivery for charging.
